- Negotiation procedures with participation competition in accordance with § 12 KonzVGV in conjunction with § 14 Paragraph 2, Paragraph 3 No. 2, No. 3 VGV, Section 119 (5) GWB (two-stage negotiation procedure) for the determination of a network operator for the planning, establishment and operation of a gigabit network in the profitability model in the advertised expansion areas in accordance with the guideline "Funding to support the gigabitaus construction of the telecommunications networks in the Federal Republic of Germany" from March 31, 2023 in the version of the 1st change of 30.04.2024 (hereinafter "Gigabit-RL 2.0"). Essential basis of the Procedure are the "framework regulation of the Federal Republic of Germany to support the nationwide structure of Gigabitnetzen" of 01.08.2024 (hereinafter "Gigabit-RR 2.0"), the guideline "funding to support the gigabita building of the telecommunications networks in the Federal Republic of Germany from March 31, 2023 in the version of the 1st change of April 30, 2024 (hereinafter Gigabit-RL 2.0) and the communication of the European Union "Guidelines for state aid to promote broadband networks" from 31.01.2023 (2023/c 36/01).
