Germany Awards €19 Million Structural Works Contract for BMUKN Expansion Project in Berlin

Germany has announced a major public sector construction contract award linked to the expansion of federal government infrastructure in Berlin. The Bundesamt für Bauwesen und Raumordnung (BBR), acting on behalf of the Bundesanstalt für Immobilienaufgaben (BImA), has awarded a large-scale structural works contract for the expansion of the Federal Ministry for Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN).

The contract, valued at approximately EUR 18.99 million, has been awarded to Hirsch + Lorenz Ingenieurbau GmbH. The award decision was made on 16 January 2026 and officially published on 19 January 2026 as a Contract Award Notice.

Contract Details

The procurement concerns VE 313 - Rohbauarbeiten and is classified as a public works contract under reference number 998/2025. The scope includes comprehensive concrete, earthworks, masonry, painting, and coating works in accordance with DIN 18299.

The project forms part of the construction of a new extension building for the BMUKN complex in Berlin-Mitte, located on a federally owned site surrounded by key government and urban infrastructure.

Project Scope and Construction Works

The expansion project comprises the construction of a new building complex with one underground level, a ground floor, and six upper floors. The development consists of two interconnected buildings (Bauteil A and Bauteil B), linked by elevated bridges, including a direct connection to the existing BMUKN building.

The total gross floor area of the project amounts to approximately 53,115 square metres, of which 7,240 square metres are underground and 45,875 square metres are above ground. The works include extensive reinforced concrete structures, masonry, surface treatments, and protective coatings.

Site Conditions and Technical Challenges

The construction site is located in a highly sensitive urban area bordered by Erna-Berger-Straße, Niederkirchnerstraße, Stresemannstraße, and the Berlin House of Representatives. Due to the proximity of the north–south S-Bahn tunnel beneath Stresemannstraße, logistics planning must account for restricted heavy transport access and limitations on crane operations at street level.

The excavation and basement construction have therefore been designed to avoid any interference with public roads and critical transport infrastructure.

Significance of the Contract

The award represents a significant investment in Germany’s federal administrative infrastructure and supports the long-term operational needs of the BMUKN. The project also highlights the role of government construction procurement in delivering complex developments within dense urban environments.

From an industry perspective, the contract underscores continued demand for specialized engineering and structural construction expertise in high-value public sector projects.

Contractor Background

Hirsch + Lorenz Ingenieurbau GmbH is a Berlin-based construction and engineering company with experience in large-scale structural works, particularly in complex urban and public-sector construction projects requiring advanced technical coordination.

Conclusion and Outlook

With the contract now awarded, structural construction works for the BMUKN expansion project are set to progress in accordance with federal planning schedules. The project is expected to play a strategic role in consolidating ministerial functions while enhancing sustainability and operational efficiency within Germany’s federal building portfolio.

Major federal construction projects such as this require precise coordination between engineering, logistics, and urban constraints,” a neutral construction industry analyst noted.
