• UBA is commissioned by the BMUKN to draft reports on adaptation to climate change to the EU (EU Government Regulation) and UNFCCC (Biennial Transparency Reports and National Communication) every two years, to coordinate them with the departments and in a timely manner to submit. The current structure of reporting is based predominantly on qualitative text sections, divided into the different process steps of the adaptation policy cycle: status and main results of the climate risk analysis, planning of national adaptation measures, status of implementation, results of monitoring and evaluation. Approximately 90% of the reporting is already published, departmentally coordinated texts from core products of the work of UBA KomPass and the BMUKN (e.g. Climate risk analysis, monitoring report, DAS 2024 etc.) used. Federal Climate Adaptation Act of December 20, 2023 (BGBl. 2023 I No. 393) § 5 (2) is given the task of providing the scientific basis for assessing the progress in achieving the objectives of the adaptation strategy. So far the structure is oriented of DAS monitoring of the German adaptation strategy to climate change from 2008 (DAS 2008). In the further development of the strategy, measurable, department-coordinated goals were agreed in the federal government for seven clusters (German Adaptation Strategy to Climate Change 2024 (DAS 2024). In the next two strategy cycles, these goals will be supported by indicators that will be reported in DAS monitoring. For this purpose, the departments responsible for the cluster provide indicators for their formulated measurable goals and also defined existing DAS monitoring indicators as indicators for measurable goals.
