- The awarding of agricultural and horticultural consulting services takes place in a 2-stage procedure. At the 1st stage, the bidders provide an offer on their consulting services for one or more consulting issues (= modules). The surcharge is granted to the offers that meet the requirements; At the same time the framework agreement is completed. After determining the concrete consulting needs and determination of the financial resources for each module takes place at the 2nd stage of the conclusion of service contracts (DLV). The financial resources to be forgiven per module will be shared with the minimum amount of € 4,500 net and the maximum amount of € 51,000 net per single consultant as well as the consulting capacity given by the bidders under all bidders who have received the surcharge. Only with the conclusion of the DLV creates concrete consulting obligations.
