As a central question in the context of this expert opinion, it is to be clarified how, taking into account all legal and political limits in relation to specifications for economic assessment, a mostly uniform and effective execution within the framework of the specifications on the ecological consideration in accordance with §§ 10 to 12 BECV for SPK and CLK. There is a need for clarification in relation to both fully trains, which not only results from the technical assessment, which gives colleagues' colleagues entrusted with the processing of the topics, but also from the high number - sometimes very complex - external inquiries from applicants, associations and consultants. The subject of the investigation should be the correct assignment of the various internal and external costs of projects on investment costs and the question of whether and how these should be taken into account in the respective economic considerations.
