• As a central question in the context of this expert opinion, it is to be clarified how, taking into account all legal and political limits in relation to specifications for economic assessment, a mostly uniform and effective execution within the framework of the specifications on the ecological consideration in accordance with §§ 10 to 12 BECV for SPK and CLK.
