WP 1-4 “General requirements, analysis, requirements definition and market analysis” include the preparatory services for Separation of Verkehrsgesellschaft Meißen mbH (VGM) from the group. WP 5-7 “Creation of specifications, project management for implementation support and documentation” include the operational implementation of the work developed in WP 1-4 Basics. The two work packages are closely linked in terms of content and time and therefore cannot be awarded individually. The results from AP 1-4 form the direct basis for the achievements in AP 5-7. A separate award would lead to a significant increase in coordination effort. In order to ensure a consistent project progression, consistent quality assurance and efficient implementation, an offer is only submitted for both work packages permitted.
