Passenger transport services of the Naumburg tram
The Burgenlandkreis is the responsible authority and responsible authority for the award of transport services in local public transport (OePNV). He intends to issue a public service contract (oeDA). public Passenger transport services to be awarded to the Naumburg tram. The subject of the intended OeDA is passenger transport services with the historic tram cars of the Naumburg tram on the existing line 4 from Naumburg main station to Salztor and back.
As part of the Local transport planning (section 2.5.5.) stated in advance that
a) there is still increasing public demand for transport services by tram on line 4 in the urban area, which
b) not on a purely commercial basis, i.e. without compensation from public funds can be provided and therefore one
c) adequate traffic service within the meaning of Section 8 Paragraph 3 PBefG cannot be ensured through a general regulation (aV) because this only compensates for the positive or negative effects of a maximum tariff on costs and income the operator allows. An aV is therefore not suitable for financing the current scope of services.
d) The operator should also be granted an exclusive operating right within the limits of Section 8a Paragraph 8 PBefG. This is also why only an oeDA comes as an intervention instrument for them Guarantee...
