The district of Elbe-Elster intends the direct allocation of a public Service mandate for public transport bus traffic as a total performance in accordance with Art. 5 Para. 1 S. 2 VO 1370/2007 in conjunction with § 108 GWB in the area of the Elbe-Elster district and on outgoing lines.
The district intends as a task authority and competent authority in accordance with Section 3 (3) of the OePNVG BB in conjunction with Section 8a PBefG and Art. 2 lit. c) VO (EG) No. 1370/2007, with effect on 01.09.2027 The direct allocation of a public service order (OeDA) via public transport bus traffic in the area of responsibility of the district of Elbe-Elster as an overall service in the form of an in-house award (Art. 5 Para. 1 S. 2 VO (EC) No. 1370/2007 i.V.M. § 108 GWB).
The traffic services included at the start of the operation (see Section 5.1.3.) Are described in the supplementary document (see section 2.1.4.). According to the current planning status, the traffic services to be awarded amount to 5,313,150,200 offer timetable military plants per year plus line requirement traffic in the amount of 163,400,000 kilometers of land. More details can be found in Appendix 2 Timetals of the Supplementary Document. It is line traffic according to § 42 PBefG and § 44 PBefG, which is awarded as a total service.
