- The subject of this tender is the evaluation of the funding guideline (FRL) "climate adjustment in social institutions" (ANPASO) in the years 2023 to 2025. The results of the evaluation should be the Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Security (BMUKN) as the client (Ag'in) a comprehensive assessment of the previous program success and other needs for the content and administrative development make possible. The evaluation is intended to use the targeted further development and strengthening of the impact orientation of the funding guideline as well as to Accountability to the Bundestag and the Federal Audit Office (BRH) contribute. the goal and effect orientation of FRL 2. Success control (goal achievement and effects) of the FRL and the funded projects 3. Further development of the monitoring system 4. Development of recommendations to optimize effect orientation and the further development of FRL 5. Assessment of the administrative implementation (enforcement of enforcement) as well as identification of optimization options 6.
