Description:
The Federal Environment Agency is the Federal Ober authority responsible for the implementation of national THG reporting (NA-Evental Inventory Report-NIR) according to the reporting obligation according to Kyoto Protocol. The consequences and effects of biomass production and use in the overall system, e.g. B. the acceptance of the carbon storage in durable systems such as forests and agroforS systems, are taken into account in the greenhouse gas inventory by attributing the reduction of the carbon storage connected to the biomass s also to the LulucF sector. In the event of material use, the wood product storage increases in return, which is also booked in the Lulucf sector. In the case of energetic use of wood, the CO2 burning emissions within the framework of national THG reporting are not taken into account in other sectors (e.g. buildings, industry) in order to avoid a double crediting. A cascade use of wood is anchored at EU level both in the funding law for renewable energies (EU) 2023/2413 (Red III)), as well as in aid law (CEEAG 2022) and in the waste hierarchy (Directive 2008/98/EC Art. 4).
