• Description:
• ReFoPlan: “Use of funds for environmental protection in the CAP 2023-27 - Recommendations for the CAP after 2027” The aim of the project is to make suggestions and recommendations for action to strengthen environmental performance in the next CAP funding period after 2027 and for to develop an efficient use of resources. Based on the analysis of the existing CAP, particularly effective measures with a model character should be identified for the next funding period and suggestions should be made as to which measures should be particularly effective are effective and efficient. To this end, the elements of the green architecture of the German CAP strategic plan 2023 - 2027 on the one hand and the effects of the CAP simplification packages 2024 and 2025 on the other hand should be analyzed to determine which measures which contribute to soil and water protection, air pollution control, climate protection and the protection of biodiversity. For this purpose, a scientifically based evaluation approach, independent of the assignment in the CAP strategic plan, should be developed and be applied, which enables a plausible assessment of the effect and classification of individual measures on the protected objects on a technical basis. On this basis, an assessment should be made of how effectively and efficiently the funds have been used and proposals/recommendations for particularly environmentally effective measures and an efficient use of resources for the national design of the CAP after 2027 are derived.
