Refoplan 2025: "Professional support for the implementation of EU - municipal wastewater policy (Karl)"
Article 8 (1) of the municipal wastewater guideline (EU) 2024/3019 (Karl), which came into force on January 1, 2025, requires the temporary expansion of all sewage treatment plants (KA) from a size of 150,000 inhabitants (EW) with a 4th cleaning level. In addition, Article 8 (2, 4) Karl calls for the time staggered expansion of all KA of settlement areas from 10,000 EW in so -called risk areas.
The expansion of the KA in accordance with Article 8 (2, 4) Karl is based on the list of risk areas to be created in Germany until December 31, 2030, in which KA must be equipped with a 4th cleaning level. At least one staggered expansion degree in accordance with Article 8 (4) Karl can be reached. This list is to be checked in 2033, then regularly every 6 years.
