• Refo-Plan 2026: “More environmental and quality of life in urban areas: Support municipalities in the implementation of environmental goals in the context of simultaneous transformations” Many German municipalities are facing several profound challenges Coping with transformations: these include the mobility transition, energy and heat transition, the construction transition and climate adaptation. The need for renovation of residential and non-residential buildings as well as municipal facilities and infrastructure is high offers an opportunity to combine the above-mentioned transformations with the necessary renovations. Against this background and at the same time budget resources in the municipalities are becoming increasingly scarce, an integrated view, prioritization and Operationalization of goals and concrete instructions for environmentally friendly implementation. To achieve this, municipalities and other relevant actors (e.g. self-owned businesses, housing associations) need support offers, especially those that are promising Practice transfer. The project aims to use concrete practical case studies to find out how municipalities can approach various ecological transformation processes synergistically and efficiently. The aim is to identify which instruments and measures address several ecological transformations at the same time and should therefore be implemented as a priority. The focus is on small and medium-sized German cities, as they are particularly affected by the bottlenecks already mentioned need support. Of central interest is the systematization, if necessary further development and ultimately transfer of the existing, mostly theoretical and ideal-typical findings to practical model cases. In particular: The focus is on a broad differentiation that takes into account as many different framework conditions as possible that prevail in German municipalities.
