- ReFoPlan: “Development of guidelines for taking the CO2 shadow price into account when awarding contracts with a focus on the construction sector” The aim of the project is to develop a legally secure and as unbureaucratic shadow pricing method as possible Environmental costs of greenhouse gas emissions and other environmental impacts are mapped over the life cycles of buildings. The method is intended for use in procurement decisions for construction services in the public and private sectors be suitable. The basis of the project is the National Circular Economy Strategy, which on page 92 provides for “a practical implementation” of the shadow price as a measure. The project will focus on broad stakeholder participation and be a critical review, update and a procurement law assessment of the method description. Both the method description and the work aids derived from it must be evaluated and further developed with stakeholder participation. For To implement the developed methodology, training documents and policy recommendations must be created.
