KliFoplan: "The company car privilege: An analysis of the tax, ecological and social effects"
The UBA beats various economic instruments and measures to achieve the Traffic turnaround. A further development of company car taxation would give the opportunity to promote sustainable mobility behavior. The first step of the project is therefore a comprehensive analysis of the tax treatment of privately used company cars. The goal is the empirical survey of Vehicle characteristics, usage patterns, tax advantages, environmental and distribution effects. So far, reliable data on real tax advantages and behavioral effects of flat-rate taxation (1%rule) are missing.
The project includes systematic literature evaluation, focus groups, household surveys (N = 3,000), expert workshops and model calculations. Among other things, vehicle data, income structures and mobility behavior at household levels are collected. Tax revenue losses, subsidy heights and social and ecological effects are calculated. Reform options should be Ecological steering, social balance and poverty in bureaucracy are developed. The results should be generally, transparently and graphically processed.
The project creates a resilient basis for the political assessment of the company car regulation. Offers from Interdisciplinary research teams are expressly desired.
