- Klifoplan: “Development and evaluation of proposals for the full inclusion of the non-CO2 effects of aviation in the European emissions trading from 2028” Since 2025, the non-CO2 effects of air traffic have been monitored, Reporting and verification system (MRV system) included in the EU ETS 1, i.e. aircraft operators must determine and report the climate impact of these effects without being obliged to submit them. It should be by the end of 2027 However, the European Commission will present a proposal for the full inclusion of non-CO2 effects in the EU ETS 1. The primary goal of the project is to develop concepts in advance of the publication of this proposal as to whether and how full inclusion can sensibly take place. For this purpose, various inclusion concepts should be developed, e.g. a gradual introduction from 2028 or inclusion based on an uncertainty assessment of the calculation of the climate impact various non-CO2 effects. In addition, proposals should be developed as to which measures could be useful in order to meaningfully accompany the EU ETS 1. An obligation to pay for the climate impact of non-CO2 effects could lead to the EU ETS 1 The flights subject to this are carried out in a less climate-damaging manner, for example through other flight routes, but the airspace that is thereby freed up is used by aircraft operators whose flights are not subject to EU ETS 1. As soon as the proposal of the European Commission has it, it should be evaluated and, if necessary, suggestions for improvement should be developed.
