The Hochsauerlandkreis is the responsible authority for public transport and the responsible authority within the meaning of Article 2 lit . c) Regulation 1370/2007. He beintends to directly award a public service contract (oeDA) for public passenger transport services for the period from June 1, 2025 to December 31, 2030 in accordance with Art. 3 Para. 1 Regulation 1370/2007, which corresponds to Section 8a Para according to Art. 5 Para. 1 Regulation 1370/2007 in conjunction with Section 108 GWB (cf. ECJ, judgment of March 21, 2019, case numbers C266/17 and C267/17 as well as BGH, B. of November 12, 2019 - XIII ZB 120/19). The in-house award to Regionalverkehr Ruhr-Lippe GmbH (operator) as a municipal transport company is carried out as a total service in accordance with Section 8a Paragraph 2 Sentence 4 PBefGand, in accordance with the specifications in the supplementary document for direct award, includes the updated line bundle HSK-West according to Table 93 of the currently valid local transport plan of the Hochsauerlandkreis; available at https://hidrive.ionos.com/lnk/7svuAJa6
