The contribution service of ARD, ZDF and Deutschlandradio brings together the Association of Public Broadcasting Corporations of the Federal Republic of Germany (ARD) as a non-incorporated public law administrative associationclosed state broadcasters, the Second German Television (ZDF) and the Deutschlandradio collect the broadcasting fee. In the context of this task, the contribution service of ARD, ZDF and Deutschlandradio (hereinafter "Contribution Service") manages around 46.1 million contribution accounts. DThe contribution service uses the open source content management system ZMS based on the open source application server Zope for internal portals and Rundfunkartikel.de. The ZMS portal "Neon" is operated for knowledge management in the processing of the contribution service. Neon is popular with everyoneinternal clerks, employees of state broadcasters and external service providers. The content was most recently restructured in 2015 and migrated to a new ZMS instance.
