Description:
To further optimize traffic monitoring, the Emsland district is planning to purchase a semi-stationary enforcement trailer (measuring trailer). The measuring system must enable monitoring of speed restrictions that are differentiated over time and by vehicle class.

Only laser scanner speed measuring devices that are approved by the Physikalisch-Technische Bundesanstalt (PTB) Braunschweig for official traffic monitoring in Germany and whose image capture and Processing is done digitally. The corresponding PTB approval in its entirety (not a shortened version) as well as the associated instructions for use of the measuring device offered must be enclosed with the offer. Only brand-new systems are to be offered that meet the currently valid requirements of the PTB (latest version). Offers of used systems are not permitted. In addition, the measuring system and the associated components must be able to be used variably in mobile (vehicle and tripod operation) monitoring in the interest of optimal utilization, so that the technology can be exchanged modularly with one another.
