The city of Rosbach vor der Hoehe (hereinafter: "concession provider") aims to provide nationwide coverage to create powerful access to gigabit networks. In addition, the concession provider pursues the goal of strengthening its business location and ensuring the competitiveness of its companies. Therefore, concession contracts for construction and operation should be concluded with telecommunications companies of gigabit networks and the provision of end customer services in the areas specified below.
The concession provider has to do this as part of the federal funding program "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic Germany - Gigabit Directive 2.0" as part of the "Gap Closing Program" within the meaning of No. 9.1, a funding application was submitted and funding was approved. In addition, the concession provider has co-financing in accordance with the "Guideline for the promotion of gigabit supply in the state of Hesse applied for and received funding in a provisional amount.
The investment costs are determined from the present value of all revenues for a period of at least seven years as well as the present value of all costs of setting up the network.
