- Specific reason for the change: The extension of the contract period by half a year does not affect a significant change to the contract within the meaning of Section 132 GWB. This applies with regard to Section 132 Paragraph 2 No. 3 GWB as well as Section 132 Paragraph 1 GWB: On December 1st, 2023, the waste management district of Neuwied AoeR closed as a result of an EU-wide procurement procedure, two contracts for services to fulfill municipal tasks in the field of waste disposal (contract for the transport and recycling of green waste - lot 1; contract for the transport and recycling of green waste - lot 2) with the named contractors. According to the option there, the contracts were extended until December 31, 2025 in order to bridge the period until the Linkenbach green waste treatment plant was put into operation. The construction work for the construction of this facility was put out to tender in February 2025. The GAB is used for processing and treatment of municipal green waste collected separately at decentralized branch collection points, recycling centers and credit card collection in the Neuwied district. The commissioning of the green waste treatment plant can occur - despite early announcement and despite careful preparation and implementation - due to delays in the awarding process for the construction work, it will no longer take place as planned in January 2026, but is instead scheduled for July 1, 2026 according to the current construction schedule.
