Description:
The Federal Ministry of Labor and Social Affairs (BMAS) aims to reform the transfer withdrawal rates in the citizens' allowance and other social benefits and to improve the incentives for employment towards more employment subject to social security contributions. High border loads, especially 100 percent and more, should be avoided as far as possible. The advertised research project should serve as the basis for this.
It should provide analysis and insights and develop key points for a reform. Given the overarching objectives from the coalition agreement that the transfer withdrawal rates achieve the cheapest effects with regard to employment effects and labor market participation in employment subject to social security, improves additional services and excludes border loads of 100 or more percent, the possibilities of summary of social benefits are examined. The heterogeneity of the effects on different groups of people and according to household types, such as women and men, single parents and other families (differentiated according to the number of children), is to be presented.
