The Coesfeld district intends to act as the responsible authority. S.d. Regulation (EC) No. 1370/2007 (VO 1370/2007) establishes a public service contract (OeDA) for public passenger transport services within its jurisdictionarea of responsibility. The subject of the intended OeDA is all current and future public passenger transport services of the COE 2 line bundle. At the start of operations on November 1st, 2024, these are the following transport services:
•552 Muenster, main station - Duelmen, train station
•580Coesfeld, train station - Duelmen, train station
•581 Rosendahl - Coesfeld
•589 Billerbeck - Holtwick - Billerbeck
•771 Holtwick - Laer - Altenberge
The OeDA refers to public transport services within the meaning of Section 8 PBefG, regardless of the design of the Form of operation in detailn (in particular regular services within the meaning of Sections 42, 43 PBefG and flexible forms of service within the meaning of Section 44 PBefG). The operator will be granted an exclusive right within the limits of Section 8a Paragraph 8 PBefG. The OeDA will contain regulations according to which the transport offer within the limits specified in the OeDAwithin the framework of changing transport needs and to the local transport plan (NVP) in its current version as well as to other changed circumstances (such as technical developments, environmental and climate protection concerns).
