The services to be awarded concern the timetable offer of the RE6 line on the Wittenberge - Wittstock (Dosse) - Neuruppin West - Hennigsdorf - Berlin -Charlottenburg Neuruppin - with a circumference of approx. 2,472,000 ZugkM P.A. The extent of approx. 238,000 Zugkm p.a. and the RB73 line on the Neustadt (Dosse) - Kyritz walking path, at the Buergerpark with a total of approx. 151,000 ZKM p.A. Due to the budget available for the services to be awarded, a financial upper limit that the offers must not exceed. The public service order is procured by means of a competitive award procedure according to Art. 5 Para. 3 VO (EC) no. 1370/2007 i. V. m. Section 131 (1) sentence 1 GWB in the form of a negotiation procedure with participation competition according to Section 119 (5) GWB, § 17 VGV. According to Section 17 (11) VGV, the public clients reserve the right to assign the order on the basis of the initial bids without negotiations to enter. With regard to the state of Brandenburg, the award is subject to the fact that the required budget is available in the planned amount (general budget reservation). The budget reservation is justified in particular with the long duration of the award procedure, that conflicts the necessary budget funds at the time of the initiation of the tender.
