Dear Sir or Madam, the state capital of Hanover intends to regulate the currently unregulated range of rentable e-scooters in the urban area in the future by inclusion of corresponding requirements in the special use statute. The first "e-scooter rental" was in Hanover in 2019 started. Four providers currently offer around 8,000 e-scooters in the urban area. After several years of operation without separate requirements, the providers made a voluntary agreement with the providers at the beginning of 2023, with which rules for operation in Hanover have already set up became. Despite this agreement, there are numerous complaints from citizens on the subject of e-scooters across providers. The aim is to regulate the operation of e-scooters as part of an administrative legal selection process on the basis of a special use permit according to § 18 NSRG.
