In the implementation of the field of action "Prepare knowledge and practice research: Innovation laboratory security research" of the supporting program of the Federal Government "Research for civil security- together for a safe life in a resilient society, the Federal Ministry of Research is striving for, together for a safe life in a resilient society, together Technology and space travel (BMFTR) a "strategic needs and ability analysis of security research". For "strategic needs and ability analysis security research", potential challenges based on perspective crisis scenarios should be based in a cyclically running process and the resulting effects on the future tasks of users (e.g. fire brigades, police, technical relief organizations, other auxiliary and rescue organizations, local authorities such as municipalities, operators of critical infrastructures, companies in the security industry) be identified. For this purpose, the skills required for coping with them are to be analyzed, capable gaps are disclosed and solutions for their closure are identified by technological, social and regulatory innovations. The entire process should be in interactive, Participatory approaches are carried out together with the users and other relevant relevant actors in security research. The described cycle of "strategic needs and ability analysis of security research" is to be implemented twice as part of this order (first and second Cycle).
