Description:
The Bavarian State Office for Taxes (hereinafter: "Client") has been commissioned with the development of a quota system as part of the KONSENS project (coordinated new software development of the tax administration). Responsible for this is the procedure MUeSt (machine monitoring of the Steaccidents). The purpose of the quota system is to optimize the timely and continuous receipt of annual tax returns in tax-advised cases. To this end, the participating tax consultants register tax numbers for the process, for which they undertake to comply with certain Stichtagen to fulfill certain quotas regarding their declaration submission.
As a central contact for the tax consultants and for the administration of the registered tax numbers and the implementation of the necessary work in this regard, one for each federal state acts as part of the quota systemprocedure to be set up Central Quota Office (ZKS).
Specialized applications for the processing of registrations and deregistrations for the quota procedure are to be developed. The registrations and deregistrations are processed via a procedure of the Federal Chamber of Tax Advisors (developed by di.e. the company DATEV) to the responsible federal state, received there and processed further (MUeSt procedure).
