- According to the EU impaired noise directive, the Member States are obliged to set up noise action plans that regulate noise problems and noise effects. A summary of every action plan of the European Commission must also be reported.
With the Regulation (EU) 2019/1010 the European Commission was authorized to issue implementation law files in order to introduce a mandatory electronic data storage for reporting. With the implementation decision (EU) 2021/1967, the procedure of data reporting was fundamental with effect from January 1, 2022 newly regulated. With the Reportnet 3, the European Environment Agency has set up a corresponding data storage, which includes extensive requirements and formats of data reporting. This also applies to reporting for noise action planning 2024.
In Germany, noise action plans are created by the municipalities or the authorities responsible according to the state law and the Federal Railway Authority and transmitted to the Federal Environment Agency as part of data reporting. The Federal Environment Agency is named in accordance with Section 47d BImSchGM and for technical reporting according to the EU impaired noise directive is responsible for the European Environment Agency.
As part of this project, comprehensive technical support in the analysis of data reporting for noise action planning 2024 and preparing the reporting for the noise action planning 2029.
The aim is to systematically evaluate the reporting data transmitted to the Federal Environment Agency in order to find knowledge of quality, completeness and the consistency of the reports. Building on this, suggestions for the further development of the reporting system are to be developed become.
