• Description:
• The aim of the project is to review and, if necessary, update emission factors for polychlorinated biphenyls (PCBs) from waste incineration plants. The emission factors to be developed are intended to provide a reliable basis for application in national and international emissions inventories under the above-mentioned conventions. In order to make the calculations possible, measurement or raw data is required. The focus is on the evaluation of existing measurement data and is used to derive emission factors primarily from existing data sets. The data can come from measurements, for example from evaluations of 11th BImSchV data or from a query from the operators. The challenge is that PCBs come in different analytical and regulatory contexts: as dioxin-like PCBs (dl-PCBs), which are assessed via toxicological equivalence factors (WHO-TEQ), and as non-dioxin-like PCBs (ndl-PCBs), which are often assessed via sum parameters such as indicator PCBs (Σ6-PCB or named as “PCB according to LAGA”). These different approaches mean that existing measurement data are often not directly comparable with each other and it is difficult to derive consistent emission factors. Against this background, it is necessary to reprocess the existing database, which takes into account the different evaluation logics and converts them into a consistent framework concept for determining emission factors. The development of the Exhaust gas purification must also be taken into account. A central component of the project is the creation of a time series of emission factors that, if possible, goes back to 1990 and thus provides a consistent representation of historical developments enabled. As expected, technical developments should make it possible to derive decreasing emission factors, which is currently not possible in the National Inventory. Exactly...
